I thought it's required by law to get unlocked now. Wasn't that determined few month back for the first gen iphones?

I honestly don't think At&t's iphone plan is expensive. Isn't it $100 for unlimited all?
It's expensive for me but I think that's a decent deal considering that that Sprint and Verizon both have that same plan for around same price for normal phones.
