Like I don't want to resize it before I drag it into the first file. I want to resize it after (to see how everything fits together)

Yea pete that is how you do it....if you press Ctrl T on your PC it will bring up the transform tool....if the image is too big you might need to use your move tool and move it to where you can see one of the corners the transform it down......I have had to do this a couple of times (move, transform, move, transform again) until you get it to a size that is workable with the image you are adding it to.....
