Well here is the scoop.....
The Phillies have reached an agreement with the Oakland Athletics to acquire right-handed pitcher Joe Blanton. Blanton is 5-12 this year, after going 14-10 with a 3.95 ERA last season. The Athletics get second baseman Adrian Cardenas, pitcher Josh Outman and outfielder Matthew Spencer, all minor leaguers. The Phillies have been looking for a starting pitcher, in an effort to plug holes at the back end of their rotation. A's general manager Billy Beane swapped Blanton a week after sending Rich Harden to the Chicago Cubs -- and that's with his team very much in contention in the AL West, six games behind the first-place Los Angeles Angels. Buster Olney is a senior writer for ESPN The Magazine. Information from The Associated Press was used in this report. SOURCE - ESPN.COM

because they have only had hitters for like one year along with the pitchers...the year when they had Zito, Hudson, and Mulder and won like 20 in a row in august and went to the playoffs and Miguel Tejada was A.L MVP...since then they have had little run support and these good pitchers werent looking too good....plus imagine if they still had Zito, Mulder, Hudson, Haren, and harden....thats around 100 million per year...there is no way a team could afford that...and thats why they never had run support...all their money was in pitching
