Been trying to figure this out for a while but no luck. How do you get the effect of "fast" moving objects on the road?

I am not a photo genius or anything, but I was wondering is that a computer made graphic or an actual picture? it looks CGI-ish

To me this looks like an actual pic....the CGI-ish effect that you see could be due to someone using too much on a unsharp mask.....possibly... |

pete if it's day time and its brighter out side you can turn the shutter down low and the aperture high...keep the iso low and the pic won't be to over exposed...then just photoshop it...if it's night low shutter and low aperture...maybe a little higher iso
